rogram Officer/Strategic Behavioral Change Communication (SBC)
BASED IN:Kunming, Yunnan
BASIC FUNCTION:
Develop and monitor subgrant activities and coordinate technical assistance for FHI subgrants to local partners as assigned. Under the supervision of the SBC Officer, the consultant works with Intervention Team to provide the support on SBC and training for all FHI/China projects, local governments and the Global Fund to Fight AIDS, Malaria and Tuberculosis (GFTAM).
ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES
1.Work closely with staff of implementing partners to develop the subgrant documents and ensure quality and effectiveness of project implementation through regular monitoring and functioning quality assurance and quality improvement (QA/QI) system.
2.Represent FHI in working with the provincial AIDS Office, the CDC and other local health offices and authorities in supporting prevention and care activities.
3.Assess and communicate with the SBC Officer and/or the Associate Director as appropriate on technical and training needs of implementing agencies, and coordinate technical assistance provided by FHI.
4.Assist in preparation of reports and documents as requested. In collaboration with FHI staff responsible for monitoring and evaluation, assist in systematic collection of data and information for program and activities supported by FHI.
5.Assist the SBC Officer to conduct and make effective use of formative research findings in planning/designing behavior change interventions.
6.Provide assistance for development, production, dissemination and use of SBC support materials both for interpersonal communication, and for media, as well as quality control. Ensure that appropriate SBC materials are available for all FHI/China needs and target groups.
7.Assist in developing SBC training plan, provide and/or organize regular training to implementing agency staff for the management of their behavioral change interventions.
8.Perform other duties as assigned by the SBC Officer and/or the Associate Director, FHI/China.
KNOWLEDGE, SKILLS AND ABILITIES
-University degree in public health, other health related fields, social sciences
-At least 3 years experience in strategic behavioral change communication or IEC production and participatory training
-Ability to work with multiple partners including FHI program staff, government staff and local and international NGOs
-Experience in a health-related field or in community development
-Direct field experience on program management is an advantage
-Excellent communication skills (written and oral) in both Mandarin and English
-Ability to work with minimal supervision
MINIMUM RECRUITMENT STANDARDS
·At least 3 years experience in strategic behavioral change communication or IEC, and participatory training

rior experience working with health or development projects

rior experience on program management is an advantage
P.S: FHI would like to hire a consultant to work as a Program Officer/Strategic Behavioral Change Communication for 3 months. If s/he is good we can renew the contract later.
